In 2001, the Texas Legislature passed Senate Bill 1821 which authorized the creation of the District as a governmental agency to regulate groundwater in order to protect it from overuse and wasteful use. This was approved by the voters in a general election in November 2001. The District includes all of Anderson, Cherokee and Henderson counties.
